Depending on whether the call is international, inter-state or local the call is routed. Hence if an area code 831 user with city code 231 is trying for a area user 410 with city code 231, the call will be treated as inter-state as it is mandatory for the user to dial the area code 410 for the call to be routed. The number assigned to each user serves as a means of identification. There will be no two users who have the same area code, city code and user identification number.
