A common numbering scheme is necessary for any telephone system to function properly. The system must be the same for all users in a country to avoid cross-talk and interference. The maximum number of users that can be accommodated in single, large area using a single code is limited as the numbers assigned to each user will have to increase as the number of users increase.



The numbers assigned to the users must be small and that can be used without any confusion. Hence, the scope of a single code-single area system is limited and this calls for the cell concept. The Californian government had divided the state to 33 different cells or areas. An area is a group of cities or counties following a common numbering scheme which distinguishes them from the rest of the areas. The area identifier code assigned is unique to the area and this helps distinguish one user from the other even though they have the same subscriber identifier.



The numbering scheme adopted by California is such that every area has a unique code and every user in a city has a unique identifying number. Every city in an area is assigned a unique code that does not match with any other city in the same area. Hence, for calls inside the country the numbers assigned to the users comprises of 3 parts namely, area code, city identifier and user identifier. Users in different areas may have the same user identifier but are differentiated by the area and the city code assigned.



Cities in different areas can be assigned same codes as the area identifier is different. Hence a call for a user in area code 831 with city code 231 will not be routed to area 410 with the same city code that is different. Depending on whether the call is international, inter-state or local the call is routed. Hence if an area code 831 user with city code 231 is trying for a area user 410 with city code 231, the call will be treated as inter-state as it is mandatory for the user to dial the area code 410 for the call to be routed. The number assigned to each user serves as a means of identification. There will be no two users who have the same area code, city code and user identification number. There will be at least one field that is different between any two users.



Area code 831 was formed as a result of the split of area 408 in the year 1998. Since the traffic in the area could not be handled by the area, part of it was routed to a new area code 831. Geographically, both the areas are the same but for the sake of proper routing of calls the areas have been demarcated.



Area code 831 comprises of 7 counties, some of which are Alameda, Santa Cruz, and San Francisco etc. These 7 counties have 45 cities under them and 339 exchanges.
